CALL FOR TENDERS - COMPREHENSIVE REPORT ON RUSSIA THREAT TO EUROPE Post title: Location: EU/EFTA/UK Starting date: As Soon as possible and for a period of 1 year ABOUT THE ORGANISATION Sallux is a European political foundation which acts as the thinktank of the European Christian Political Party (ECPP), previously known as the ECPM. Sallux supports the ECPP, especially in terms of creating political content by European co-operation and the introduction of analysis, ideas and policy options. Sallux shares the basic program and Christian values of the ECPP. ABOUT THE CALL FOR TENDERS Sallux is seeking for a thinktank or professional who can provide an overview report on the threat that the current Russian regime poses to Europe. There is a great number of reports on specific aspects of how Russia poses a threat to Europe. What is lacking is an overview that combines these aspects. Aspects such as: - The threat to the Nordic region - The undermining of democracy in Central Europe - The threat and undermining/infiltration in Western Europe The report is expected to deliver not only a comprehensive overview of the Russian threat but also strategic recommendations. Sallux budget available is 25.000 euro (including VAT). The contract will only cover this report. This call is also regulated under Article II.9 of the Funding Agreement between political parties and foundations and the European Parliament. TENDER REQUIREMENTS A human-dignity based approach to issues by the organization/professionals conducting the report. Respect for and ideally sharing Sallux Christian values and outlook. Having an experienced coordinator in drafting similar reports. Access to high-level experts relevant to the issues described in the report that have a demonstrated experience with drafting reports on geopolitical issues with a birds-eye holistic view. Experts have demonstrated capacity to deliver high quality balanced and fact-based assessments and reports without resorting to propagandistic language. SELECTION CRITERIA In addition to the tender requirements, the following elements will be considered in determining the best value for money: 1. Contractor's references 2. Technical and professional capacity 3. Contractor's availability and technical capacity to react timely to requests 4. Ability to write at academic level in English 5. Administrative capacity AWARD CRITERIA Demonstrated ability to meet tender requirements and selection criteria. The experience of the proposed coordinator. Providing a clear understanding of the process towards a finalized report in the offer. Acceptance of the available budget.
